Dear Inquiring Mind:

I don't know about performance, but it helps me because I don't have to
assign passwords to useless accounts and then monitor the passwords for
expiration (we don't have SECURITY/3000).  I just *feel* better getting
everything ship-shape.  If the account is not going to be used, get rid
of it!
