Ok,
   I remember having to write a program in intro to data processing where we
calc'ed the leap years for the next 100 years or so....

   Isn't there Leap Century and Leap Millennium????

Only in the sense that 2000 is evenly divisible by 400. :)

2000 is a leap year, so 2000-02-29 is a valid date that year.
