I had a similar problem earlier this year with an HP3K on MPE/iX 4.0 and an
HP9K. My HP3K did not have NS services either.

However when I heard that MPE/iX 5.0 had NS (with FTP & outbound TELNET
bundled).... I upgraded. Put them on the same thinlan cable as the DTCs
and pushing out FTP works fine on the HP3K.

Subject: Limiting NS / REMOTE

If this question could come at a worse time, I can't think of one. We
have NS on our production 3K but not on our development 3K. I am told
that NS is pricey, so we will 'pull' new versions to production rather
than 'push' them from development. But we need to limit access to DSLINE
and REMOTE services, and I can only remember that this is possible; I
forget how. Can anyone refresh my memory? I assume that there is
probably more than 'one way to skin the cat'.
