With a bit of manual intervention from SM, MPEX can do this.

The %savejobs command allows you to specify (with MPEX's usual
robust selection criteria) which WAIT jobs to save. It builds
a PRIV file (whose name you specify) and saves the jobs there.
There's a complementary command (%restorejobs ?) to submit
them from the PRIV file at a later time.

(If you want the existing jobs aborted, I believe you have
to do that with a separate command.)
