Parents that will sue the administrator and the school
district when the parent feels they and/or their child
has been wronged.

You are right here.  This is part of the problem.
Being government entities, they cannot be sued unless
they violated some kind of rule.  It is very hard to
win a lawsuit against them for doing something stupid
as long as a rule supported it.  This tends to turn
administrators into robot-morons.  Private schools
mostly have only to worry about parents taking their
kids out of the school.
