Actually it isn't strange that a mighty superpower can't suppress a few
bandits in Kashmir. Much the same as the mightiest superpower not being
able to suppress the drug trade or militant groups here in the US.

Actually I wouldn't call India a true democracy, but rather a true
republic. A democracy gives all people a voice in the running of the
goverment on every level. A republic votes on people who will run the
country according to the will of the people. I would go so far as to say
that the republic that is being run in India is why a republic was ever
setup. It is to try to place the most educated and best qualified people in
the right place to run the country for the people.
