We had same problem only a few days ago, We could connect to various ftp
servers inside our network via ftp but outside of our network, we were
getting the same message that you are getting. We worked with our network
team and did a process of elimination. In the end, we determined that the
problem was on the 3k side. To resolve it, I stopped our NS controller and
restarted it and voila! it worked. Assuming you use NS, the following are
the commands(You don't have to PAUSE):
!NSCONTROL STOP
!NETCONTROL STOP;NET=LAN1
!NETCONTROL STOP;NET=LOOP
!PAUSE 120
!NSCONTROL START
!NETCONTROL START;NET=LAN1
!NETCONTROL START;NET=LOOP
I had to do this at night(in a jobstream) with no sessions or jobs running.

All the following have no ACD's.
RESLVCNF.NET.SYS has entries for hp3k domain name and nameserver=default
gateway. I also added
the ip for the ftp server I'm trying to reach as a <nameserver> entry.
HOSTS.NET.SYS has my default gateway, DSL router/firewall and the ip for
the ftp server I'm trying to reach.
SERVICES.NET.SYS has ftp <ftp://ftp 21/tcp> 21/tcp as a record
PROTOCOL.NET.SYS is a copy of PROTSAMP.NET.SYS
INETDCNF.NET.SYS has the following as one of it's entries
ftp stream tcp nowait MANAGER.SYS /SYS/ARPA/FTPSRVR ftpsrvr
I also ran NETTOOL.NET.SYS ; RESOURCE ; DISPLAY and got :-) smiley's..
Now, as a fan of the New York Mets, I would have thought that I'd be
able to handle unlimited disappointment!
My disappointment limits are being tested..
