PARM variables are not quite the same as SETVAR variables.
And in fact, as in your case, you can have both in which they are
independant, meaning they can have different values.

Unfortunately a de-reference as "!db_fname" finds the PARM value first.
Change the name of your PARM variable.

PARM pfb_fname = 0
setvar db_fname !pdb_fname
