I did not use the CREATE=PATH option in the restore. A good possibility.

I performed the following test in which I: (i) created a
small directory /foo, (ii) STOREd it to disc, (iii) removed
the directory, and (iv) RESTORed it using @[log in to unmask]@ syntax.
The result seems to support the MPE/iX RESTORE documentation
that claims / and @[log in to unmask]@ are equivalent when used in the
include portion of the fileset.
The test did uncover a possible cause of the original problem,
i.e., if the CREATE=PATH option is omitted from the RESTORE it
will fail.
Disclaimer: This is only an explanatory hypothesis NOT fact.
