3,456 is NOT "three thousand, four hundred and fifty six".
3,456 is "three thousand, four hundred, fifty six", OR
"three thousand, four hundred, fifty-six". (Either is acceptable).
"Three thousand, four hundred and fifty six" is 3,400.56.
"AND" in the written form denotes the presence of a decimal, much
as in dollars "one hundred and fourteen" is $100.14.
If you don't believe me, I'll sick my seventh grade Algebra teacher
on you, and she was MEAN!
