It sure would be nice if we had a bit in the VENVCNTL.PUB.SYS file to
control the next century interpretation.
This way we could control it globally without UDC's to set the variable.

What would be better is if VPLUS used the system created, user
modifiable variable HPSPLITCENTURY that has been created on 5.5 PP4.
That way we could have a universal variable for all systems to use.
Then a subsystem could then interrogate for the presence of its own
override variable if a different cutoff year is used.
