let's talk about this idea....

i know this thought has been mentioned over and over.  to 'us' it seems
logical and simple and a good idea.

yet, as we've all noticed, this hasn't happen.

if we were to put on 'hp' hats....our/hp arguments for not doing this
might be:
- legalities, especially concerning liability
- support (logistics from within hp)
- support (allowing folks without sw support contracts to have access
to code with real/expensive engineering time behind it)

so what i'm wondering is -- is there still a way to give people easy
access to beta patches and still maintain some level of control?

going thru my old sig sysman notes, i see that sig sysman requested a
LONG TIME AGO (ahem) that beta patches be put on the itrc.  i don't
recall that we ever got an answer from hp for why this couldn't happen.
 (maybe they did, and it's just my memory...).  but i still think this
is a viable option.

but maybe the larger questions are:

- are there really that many people without sw contracts?
- are people so locked down (even on a support os release) that
patching is no longer an option?
- are people unsure about how to patch?
