It's probably Security 3000 from VESOFT.
If your account has SM capability, you can try logging on with HELLO
user.account;parm=-1 which will bypass execution of the logon security
check.
If not, you'll have to wait until your admin comes in.

do you have Sec/3000 in place, or Security/iX (the hp product)?
It sounds to me like an additional security package on top of MPE/iX
security 'cause I'm not aware on such mechanism on base MPE/iX.
