Assuming you can't just get new editors...

That's only partly tongue-in cheek.  I think it's perfectly acceptable to use the term "infrastructure" as long as you state its definition up front.  I don't suppose they would like "topography" either.  The best terminology, given these restraints, depends on the context, but I would think you could call it "network hardware" or "network design", "network layout" or simply "the network".

Hi Everyone :)
    I need help with finding an alternative to the word 'infrastructure' and/or 'network infrastructure'.  The audience will be healthcare 'C-levels'.  I am told by my editors that 'infrastructure' and 'network infrastructure' are too technical.
