Tracy,
It's not state secrets, it's bad agents from outside the country with way too much time on their hands and network admins with not enough time.

I have a customer that is a community college, I showed them how to block large blocks of IP addresses.
My guess is the network admins were just tired of dealing with issues.
There is also the argument to be made that the internal pc's could become vectors.  But what do I know? I do know Jeff Kell would have explained it to us.

It is probably high time to move to a commercial service before a 
nameless bureaucrat at the University decides to cancel this thing 
altogether.
