We recently had this happen.  We shut it down and restarted it and it was
still real slow.  We ended up shutting the HP3000 down and restarting it -
this fixed the problem.

If you are set on a posix server you might be better served by
using the Apache port for mpe/ix or the soon to be released
Netscape server that will be bundled with mpe/ix. Also, you
might want to be on the latest reasonable version of mpe/ix to
make sure you aren't bumping up against some posix issue that
has since been resolved.

If you would prefer to use a native mpe (no posix required) server
then you could take a look at QWEBS (however its not quite free, but
will run on most any version of mpe [3.0+]).
