Definetly not!

Use
     SEC DUMP userset;OUT=file
and
     SEC LOAD file;ASK or ;UPDATE or ;ADD (the right for you)
;ADD means add new profiles, but don't update existing ones.
;UPDATE means update existing profiles, but don't add new ones.
;ADD;UPDATE means add any new profiles AND update any existing ones.
;ASK means for EACH profile in the dumpfile, ask if you want to process that
   particular profile.

Use SEC HELP DUMP rsp. SEC HELP LOAD for all needed details.

Does anyone know of a way to export user profiles from one
system to another without overwriting the user profiles on the
target system?

The way I understand it, one must print off a SECLIST
from one system and Hand-Key them into another.
