You could use the finfo("charges.charges",61) option.  This will tell you
how many users/jobs are accessing the file.

I need to check if a file was created today and if the file is being written
to or not in a job

It will be run on the day the file is created, but the creation of the file
takes a long time, 4 or 5 hours (sometimes more)

It seems the DATE part this SHOULD go something like

!SETVAR FDATE;FINFO("CHARGES.CHARGES",-6)
!WHILE  "!FDATE" > HPYYYYMMDD
!  PAUSE 600
!  SETVAR FDATE;FINFO("CHARGES.CHARGES",-6)
!ENDWHILE

But what I can't figure out is how to tell if the job that writes the file
is finished writing it.
