The only way dial-up FTP is going to happen (except using File Transfer with one
of the Termulators) is to dial into a network via PPP or SLIP/CSLIP, then you are
able to use FTP, such as Microsoft FTP on Win95 or Reflection FTP which is
bundled with the 3000 or TCP Connection to transfer files.
 
If you're just transferring ad-hoc between an HP and a terminal - a termulator
is your best bet.  Reflection/(whatever), as well as the others such as MS92
all support this functionality.
