Bruce makes a good point and I have seen this problem occur more than once.
I think the key to the problem is related to the DTC's connection over the
network.  When the DTC is powered up it broadcasts a message over the
network requesting a download.  This broadcast message is not "routable".  I
suggest that you connect the DTC to the LAN segment that the HP3000 is on
and see if it works.  If it works locally then you need to check the network
configuration to ensure Bridging is enabled.  If it doesn't work then the
MAC and IP address of the DTC can be obtained by connecting a terminal to
port 0 on card 0 on the DTC 48.
