I was involved in the development phase of some of the arpa products,
and my recollection (don't quote me on this) was that we hacked up a
subset of syslog() to support the bare minimum functionality we needed
to get the ports done (for telnet as an example).  So I am suspect the
syslog() you have found here is not a full blown - works as documeted
version.  Second question about syslogd, no I have not seen one, but
others on this list may have some input.
