Maybe you never had an autoexec (aka AUTOBOOT) file? It is optional.

Looks like you should try to validate in NMMGR (which will also
perform cross-validation with SYSGEN these days) and then either
do another reboot or try DTCCNTRL FUNC=SHUTDOWN and FUNC=RESTART
to just stop/restart the DTS subsystem (and hopefully bring back
all the LDEVs configured in NMMGR).
