Ah, a clue!

It works when I connect as MANAGER.SYS

So looking around, I find the WTRSH account access is (R,W,A,L,X:AC).

ALTACCT WTRSH ;ACCESS=(R,L,X:ANY;W,A:AC)

And all is go....,
