I remember back a few years that the Naval Observatory had a great algorithim for just this. Basically it stores the number or seconds (or fractions) since a specific year (like 0).

It was one of those free publications available from Pueblo CO. I know there has to be someone else out there who would have this info, but if not, try the government's listings.

Subject:        Looking for date/time algorithims

Howdy,

I'm really tired of reinventing the wheel, fire, sliced bread and canned beer.  Anyone
know of a good website or book dealing with algorithims dealing with date/time
transformations?  Yeah I've done all this before but I'm tired of doing what other people
have already done.  My current problem deals with elapsed time. Any help appreciated.
