You can get a detailed listing to your screen by using the following two
command in MPEX.   It will list the last logon date. 

:FILE SECLIST=$STDLIST
SEC LISTUSER @.@;LP

Does anyone know if there's a way to determine "active" users with the
MAIN.PUB.VESOFT,LISTUSER tool?

I'm able to get those for a given account and even those who've logged on in
the last 60 days, but I'm being told that it's possible to get "Active"
profiles.
