Since when do politicians or the rulers want smart voters/workers?
They would/could so easily read their lies or ask smart questions.
Therefore it is not really in their interest to have good schools for everybody.
give them beer, steak and their games on weekends and they are happy and 
we do as we please. Almost like in ancient Rome.

They need to protect their own and do that by keeping the others mostly 
stupid. Walmart, McD and all of them need their cheap labor, too.
Then nobody believes in global warming and such things.
We tell lies, make war, take responsibility without consequence.

If they need some smartness, they buy it easily from other countries.
so convinient.
