Thanks for all of the input.  It seems that one of my predecessors decided to be
cute and instead of knocking everyone off of the system to patch the system xl,
decided to just stick the patch into the local xl.  When the operating system
was later updated, the patches were rolled into the system xl (along with new
enhancements) and the kludge was forgotten....until I come along and try to use
a feature that was available since 1992!  All I ended up doing is removing the
module from the local xl.
