I would say somebody deleted LDEV 22 in SYSGEN or the initial installation
was not based on the default configuration group for 9x8, CONFG9X8.SYS
Look at this:

I have a 918 and there was no configuration in sysgen. Only nmmgr, DTC and
both user port and ups have function keys.
