And now he has a file on the HP3000 that he could read with a
PC...(assuming that any number conversion from COMP, COMP-3, etc has
been done, that decimal points and signs have been inserted, and that
there are no High-ASCII character conversions needed).

So stage (ii)

Is the PC connected to the HP3000, over a LAN or serial connection, and
equipped with an HP3000 terminal emulator (e.g. Reflection or MS92?)

Or can you establish such a setup?

If so, the file transfer is a no-brainer.

If not, you need to connect the PC via one of its COM ports to a serial
port on the HP3000. DOn't bother with the HP3000 end; find a working
HP3000 terminal that isn't the console (!) and 'borrow' its cable
connection for the time being. You may need a 9:25 adapter, and, if it
doesn't work straight off, try a Null Modem in there too.

You can reach the HP from the Terminal application that you have on WIN
3.1. Add TERM=10 to the end of your 'HELLO'. Terminal will allow you to
copy your files to the PC.

Now it's just a matter of telling Access the (fixed) format of the file
and letting it import it.

I've actually found Access pretty rigid for this, especially as far back
as 2.0, if the incoming format is not quite what it expects.

You might want to consider importing your data into Excel first, if you
have it. You can clean it up and swap it about in ways that Access makes
much harder, and then output a file that you know Access will like.

CSV (comma-delimited) can be much easier to import; if you are writing a
program on the HP3000 to reformat your KSAM data as straight ASCII, you
might want to consider making it comma-delimited at this early stage.
