Win 9x and Win 3.x both require Winpopup to be running on the client PC.  To
ensure that it is at least running when the PC is booted, place a shortcut
in the STARTUP folder on the start menu (Win 9x) or a link in the Startup
Program Group (Win 3.x).  This will cause Winpopup to run when Windows is
started.

The commandline for the shortcut or link is [windrive:\windir]winpopup.exe -
where windrive is the drive where Windows resides, and windir is the Windows
directory (both of which can be other than C:\WINDOWS - the default).

For NT - Lars is correct, if Messenger service is running, it should work
just fine.  Note that to start the Messenger service, go to the Control
Panel, open Services, find the Messenger service, and start it if it needs
it.  To start on boot (if not already - it should by default), in that same
window, click Startup, then in the resulting dialog, check the appropriate
radio button).
