As usual, I've learned lots in the last 24 hours about time setting on
MPE/iX.  To summarize:

1.  VERY IMPORTANT:  do *not* adjust the clock when you go into/out
    of DST.  Adjust the timezone instead.

2.  The TZ environment variable should be set as it is for UNIX (i.e.,
    it should include daylight savings time).

Thanks to everyone who answered me personally or to the list.  For
the curious, yes, I *did* read the setclock on-line help, but I didn't
go far enough into it to read the examples about DST.  Sorry for any
confusion that I might have caused.
