I got the following response from our Chinese site below,
(IP addressess changed to 'xxx'.)  Does this change the
solution or do I add all the WINS servers to the same
'remote announce' line?

"We have 3 Wins servers, the IP address is :xxx.xxx.xxx.xxx,
yyy.yyy.yyy.yyy, and zzz.zzz.zzz.zzz.  But I think the problem
is our DCs can't replicate with some DCs in US. pls ask to check
the configuration of AD sites and services.
