Ideally, we should not have taken the fear-driven, albeit popular to
the Machos among us, that we did.
Step #1: Address the Home Security problem.
Step #2: Review our international policies to try to understand why
there was enough hostility to us to cause the extremists to undertake
9/11.
Step #3: Declare a war against Al Queda.
Step #4: Not antagonize other countries by "Axis of Evil" histrionics.
Step #5: Depends on the results of steps 1 thru 4 and other intervening
events.
