We had this problem with Allbase access. the HPDARPA job was not running. When we
launched the job, the error went away.

We're experiencing poor responstime while the console is busy telling us
the following:

** NETIPC Internal error: Failed to allocate an address (946)

I'd be very grateful for any insights as to what this could mean. We are
logging console messages on a printer and the error-messages has now
filled about an inch of paper.
