SM or OP are required to use ALTPROC. Lacking both of these
capabilities produces a CIERR, regardless of the other
command options chosen.

This should not be the case unless they also specify the ;ANYUSER
option. The code filters out only PINs where the user and acct
names match those of the user entering the command, unless ;ANYUSER
is supplied.
A point of confusion, and a difference in ALTPROC and SHOWPROC,
is that in SHOWPROC a user can see his/her own jobs. However,
ALTPROC does not allow an ordinary user to alter their own jobs.
