It is nonsense, but I'm having trouble defining why.
 The atoms are real, you can count 'em and weigh them. The "moves" are
theoretically present but actually don't exist until someone makes the move,
Until then they're just potential. And once they're made, there aren't that
many of them.
 Can that be equated to atoms? Maybe. Posit the good old Big Bang. At that
point the number of potential atoms is quite large, but once they're created
the number of necessity drops. To a number larger than that of actual chess
moves created.
 Clear as mud and philosophically dubious.
