Hi Mike,
Per Jennie Hou, the box would need a transferrable license via the SLT group.
Everything remains the same post 2010 as before with the exception that return to use (ie, recertification of a box that doesn't have documentation sufficient to prove that it's been continually licensed)is no longer available.
In a nut shell, all the licensed boxes today are all there will be with the exception of the emulator MPE environments which will have their own licenses.
