I also believe that two separate lists are probably better than the
filtering approach. Some users don't seem to get the tags right. Some
mail client programs don't seem to get the tags right. A while ago,
I have switched to "no OT subjects" in my subscription options, but
just today, I received two nice examples sent by Fred White (which do
seem to be tagged properly with OT: but still "passed through")...

  Subject:      Fwd: Fw: OT: Six-pak of jokes
  Subject:      Fwd: OT: Church Ladies with Typewriters

So the subject tags don't seem to work. But in my opinion, different
lists have been invented to deal with different "topic communities".
So maybe we should have an HP3000-CHAT-L and an HP3000-TECH-L or alike,
maybe even keeping HP3000-L for the chit chat and adding a new list
for the technically interested minority.

I would happily take the hurdle of resubscribing to the "on topic"
list if this makes it more convenient for the "off topic community".

Of course, two lists still don't guarantee that the "dual-members"
choose their target properly when in a hurry to discuss politics or
religion or whatever else...
