Jim,

  ImaxSoft (formerly LeeTech) has a product called 'OpenTurbo'
which allows your 3000 based code to access an Oracle or SQL Server
database.  It can also do the reverse and allow code running on
the opposite platform to access a TurboImage database as well.
You can get some additional info at their web site:
http://www.imaxsoft.com.

There are several other products that can also do what you're
looking for in different ways.  HP has a pdf file available
at http://www.hp.com/products1/mpeixservers/partners/migrationofferings.pdf
that lists the various migration partners and their products.
That may also give you some ideas.
