It appears the last boot of your systems was a START RECOVERY. At the
current time of the configuration change, the base configuration group is
BOOTUP. This group is a copy of the last successful START NORECOVERY boot of
the machine
To make the configuration changes either
1) reboot the machine with a START NORECOVERY and then make the configuration
changes with IOCONFIG
2) using SYSGEN, set base group to CONFIG, make the configuration changes,
following which reboot the machine with a START NORECOVERY
