If you are connecting using the VTMGR protocol (instead of TELNET) and you
are using one of the character-editing modes of sh (vi or emacs), then it is
really slow.
So, if you must use VTMGR (I don't know if hpterm does Telnet), try typing
set +o vi
and/or
set +o emacs
in the shell and see if that helps.
