Hmmm...

Sendmail did the DNS lookup OK, and wants to connect to 10.1.0.103, but ends up
getting "Service unavailable".

Your original posting to HP3000-L says the destination for this is "outside of
our intranet", yet IP addresses of 10.x.y.z are private intranet addresses, so
perhaps some local networking issue may be involved.

If this "Service unavailable" message is originating locally, and I suspect
that it is, the source code in sysexits.h says:

 * EX_UNAVAILABLE -- A service is unavailable. This can occur
 * if a support program or file does not exist. This
 * can also be used as a catchall message when something
 * you wanted to do doesn't work, but you don't know
 *              why.

So this may be a possible installation problem. But unfortunately it's not
telling us WHICH service is unavailable. And there are many, many references
to EX_UNAVAILABLE in the source code. You may have to scan the source code for
references to EX_UNAVAILABLE to see which conditions specific to your own
environment might be triggering this.

I don't think anybody else has ever reported this. Are you able to send e-mail
anywhere else OK?
