This is a weird one... :-)

Start off with your SYSGEN defined ldev numbers, which you know will be
allocated.

Next, in NMMGR, there is a field to define "max number of non-nailed
devices".  This number of ldevs will be allocated from the unused ldevs
in the step above.  These ldevs will be used if you have a Telnet Access
Card (TAC) in a DTC, or you use switchable configured DTCs.

The next ldev will mark the start of the NS/VT and host-based telnet
pool.  They are allocated on a first-available basis from lowest number
upward.

So if you want to force NS/VT to higher ldevs, then allocate some
"non-nailed" devices in NMMGR/DTS configuration.  It will tie up the
lower numbered ldevs and crank your NS/VT sessions up to a higher ldev
number.
