What a bunch of self-serving politicians!  It's all a scam.  Consider:

1.  The average tax payer will end up eventually paying MORE taxes
     because the surplus was not used to pay down the federal debt.

2.  The politicians will push their pet projects through Congress anyway.
      Costing the public money at one time or another.

3.  In the meantime, we have financing problems with Medicare.  medical
costs
     in general, not to mention Social Security.

4.  Predictions of future surpluses are iffy at best and may be just plain
wrong.

In the mean time, our electrical generating cpacity  is not keeping up with
increased usage.  Now there;s somethihg the politicians could be doing
soeme-
thing about,  besides blaming each other and greedy power producers (of
course
they're greedy, when demand exceeds upply prices go up).
