Many thanks to all who responded.  To summarize, the solution is to use
lzw, MOVER, UHAUL, tar, or a similar tool to compress the PRIV mode file
into a compressed archive, then use REFLECTION LABELed transfer to move
the file, then expand the file back on the destination (using lzw, MOVER,
UHAUL, tar; whatever was used on the source size).
