Actually, he said both the that he would and would not.

He said there would be an "global test" before going to war.
By not giving veto power to anyone, he would have to go to war even if
failing the global test.  Other wise, that is giving veto power to other
countries.

President Bush used the same principle.  Only the international community
largely failed that test so he did what he had to do without thier
permission.
Now we know that the only reason these countries attempted to take the power
to veto the war was because they were getting money from saddam and the oil
for food program.
