Glenn is correct. The CURRENT-DATE function uses the TZ variable and tztab.
So does Powerhouse. Many users have written and tested programs that run
correctly during the day but have the wrong system date when they run
overnight because they run close to midnight but have no TZ variable set.
The one thing that helped some users is that TZ defaults to EST5EDT on MPE,
so US users on the east coast wouldn't really notice it.

So to say that "nothing really uses it" would be an understatement.
