If you have Vesofts, MPEX; run mpex.pub.vesoft and then purge the file. You
must have SM caps to purge a file with Priv mode.
If you don't have Vesoft. then do a store of the group where the file resides
(minus the file in question). Write down the security access of the group in
question then purge the group. Next recreate the group with its security and
then do a restore from the tape you just created. This is a long way around
it, but it works.
