Are you using INETDSEC.NET ? If so, check the ranges of IPs you are
allowing ftp access from.
Can you FTP to yourself?

Can the hosts attempting to FTP connect to you by IP address, rather
than name? If so, you may have a non-FTP-related DNS issue.
Can the hosts attempting to FTP ping you by IP address?
Just some quick checks to make sure you're listening, and there's a
pathway open end-to-end.
