One possible explanation might be if the Usenet poster had used a non-default
Distribution: header with a scope that limited geographic propagation.  The
article may not have made it all the way to my news server, and thus into Joe's
gateway.

Since Joe will have to find a new news server to feed him after I leave CCCD,
it will be interesting to see if that affects this missing article problem.
